If you have a "normal" cycle then no...But every woman is not the same, if your period is the usual 28 day cycle then it is safe. A normal 28 day cycle woman can get pregnant 14 days after your period started, STARTED not ended. But also remember sperm lives in your body for up to two days so have that in consideration, use the pills if you don't want to get pregnant. Birth Control !

It depends on when you ovulate every women is different. If you are ovulating then yes however ovulation usually happens 2 week after and before your menses begin... I think you would have better luck next months
