With neg. blood and urine tests she isn't pregnant. Sorry to hear of both your miscarriages.
My personal experience is very similar to your cousin's. I had really early pregnancy symptoms which included really sore breasts, very frequent urination (every ten minutes literally) and hadn't even missed my period. I proceeded to take a dozen pregnancy tests at home which were all negative and had a blood test done also which also came back negative. Well, I can tell you my daughter is almost seven months now! Keep taking tests and have another blood test done in another week or two because the hormones may not be strong enough to register just yet. It happened to me so yes it is very possible to be pregnant despite the negative tests.
