19 month old always crying after being taken off breast milk. what should i do?

It's probably just an emotional thing, and he/she is trying to make you feel guilty for denying them what they want. It's only 5 more months for the terrible two's, after all. Maybe your little one is just starting early.
Be firm and keep on offering him/her that sippy cup. He/she will eventually get thirsty enough to use it (but maybe not before your heart breaks a few times from hearing them cry). All children grow up. Sometimes we need to help them along, despite their desires.
I once saw a German woman who still breastfed her 5 year old son (who was also still in diapers). There was nothing wrong with this boy except his overprotective mother. Even her doctor was disgusted with her.
