my youngest daughter is a year and a half old and she likes to go to the potty she really does go when she says she has to but i think she it to young to go all the time my mom says no she is ready

Answers:
I personally don't think there is an age of "too young" for potty training - save $$ on diapers, too!
I was completely potty trained and wearing underwear all day and night without problems by 18 months. Same with my brothers.

If your child is showing and interest in growing and learning, why would you want to stop her? Thats asinine.

I wouldnt make it into a battle with her, where now she HAS to potty only in the toilet. I certainly would be encouraging her to go, thinking ahead to make sure you help her avoid accidents, and talk to her about being a big girl and not going potty in her pants anymore, but in the toilet.

So long as a child can walk and show interest in your bathroom activities its not too early to potty train. Potty training starts with discussion, and mimicking your actions on the toilet. The result of all that is a child who wants to grow and be a big kid and only potty in the toilet. Or being potty trained.
She might show an interest already, but i know a lot of kids that show an interest that early and don't end up being fully potty trained until about 3 years old. Don't push it though. She'll be ready when she's ready.
