Answers:
According to the website below, the average height for two year olds is 35 inches (88.9 centimetres) and for 3 year olds
38.5 inches (97.79 centimetres). Your daughter is small for her age. If you're worried, speak to your doctor.

Has the child put on any weight? If so, I wouldn't worry, she'll grow soon. If you are concerned, talk to your physician, but some children just grow more slowly than others.
growth rate tends to slow after the first year, but she should be growing at a steady rate, try to measure her sitting height. that is the distance from the top of a cild's head to the surface fo which she is seated. it accounts for about 70% of a newborn's total body lenght, but by age 2 sitting height declines to about 60%, and to about 57% by age 3. this is because of the body growth mainly in the torso, instead of the legs. preschoolers grow an average of 2 1/2 inches annually, and gain about 4 lbs.

As long as she's gaining weight and eating good. I wouldn't worry try another 6 months and then ask a dr. if no change. They go through stages and each one is different.
Kids grow in fits and starts. This is a normal height for her age and it is also normal to see no change for periods, especially in girls. Be cool, if your child looks OK then she almost certainly IS OK.
