Kids are kids and he is gonna be stoked about whatever you do! I've seen my neighbors spend more than a 1000 dollars on a kids party.... It's funny how people love to paint that pretty picture to compete with the Jones!
scavenger hunt/ musical chairs/ pin the tail on the donkey are all fun and can be done for just about nothing.

Themed dressing up party! If one of his interest for example is Winnie The Pooh, get all the guests to dress up like the characters, bake a Winnie's head shaped cake, and pin the tail on Piglet(A variation of pin the tail on the donkey. Draw a large Piglet, use pink curling ribbon for the tail.) Just ask him which theme he would like, and take it from there, be creative! Good luck, have fun :)

Pick a theme that he likes. Maybe he likes cars or football or a cartoon off the tv? You could organise a party around that theme. You could have a themed cake and food, games, tableware, prizes and party bags and decorations. It could even be fancy dress. When I was younger I used to be into ghosts and witches and scarey things (I'm not sure why!) My mum organised a scarey party for me where we all dressed up. She put food dye in the party food and drinks and called them scarey names. We had scarey games and sweets and as prizes. The party invitations were even written on tomb stone shped paper. I had a really fun time at the party and so did my friends. I had a lot of parties as a child but that one really stands out.
Pick a theme along the lines of a cartoon or a TV show he likes. My son is in LOVE with the Wiggles right now, his 3rd birthday is coming up in June and we're going to be doing a theme based around it. Try to pick one where you can base a lot of games and activities on it, like with the Wiggles we're going to have pin the tail on Wags the Dog, a Wake up Jeff! contest (my husband is going to dress as Jeff Wiggle and whoever wakes him up the best wins), a Dorothy the Dinosaur ring toss, Maury's guitar pinata, build a sandwich for Anthony, sing along with Greg and a Captain Feathersword's Pirate Chest with their take home goodie bags in it. I plan on doing all this myself with poster board and markers and things from the dollar stores and keep it on a budget, remember, he's little and yeah, it's for him to have fun at, but really, he's not going to remember it when he's 30.

Here's an idea I wanted to do with my son. Works great if you have a basement or garage. A trip to the moon or outerspace. Use glow in the dark craft paint for stars and cutouts of the planets for the walls and ceilings. Blow up lots of balloons to cover the floor and call them moon rocks. Fill a few with small prizes and give a pin tack to the kids to go around and pop them. Fill a couple of bowls with foods like cooked spaghetti, dry beans, mashed potatoes, whatever and while blindfolded ask the little ones what weird "alien specimen" it might be. Try to come up with more ideas for things you can use from around the house to turn into space stuff. You can even use foil wrap for space helmets and wristbands. You could use a kids book on outerspace,the planets, or aliens in the end to tie it all in and calm them down.

If your stuck for ideas look on the Internet together there are many sites for children's parties and get your son involved in what he wants and planning activities. That way he wont be so worried that all the children in town aren't going. Children at that age seem to be more concerned about how many presents they will be getting so they want as many people as possible coming, so set a limit prior on how many guests you are willing to be responsible for.
Go to Better Housekeeping Party Book or something similar. We had kids birthday parties where we had 10 quick games. My wife set up the games while I operated them. As the game was finished, I moved the kids to the next area where a new game was to be played. My wife cleaned any mess that was left over and set up another. This continued until all the games were played. Each child received points for their place in the game: first place one point, second two points, etc. These points were recorded on paper with the name abbreviated on top with the kids' name along the sides. Points were recorded after every game; this gave additional time for areas to be cleaned. The lowest total of points gave first and only one opportunity to claim one prize. This presents having one child go home with 7 of the 10 prizes and several go home empty handed. Everyone goes home a winner. There is no lag time for children to sit and become bored. For 4 year ODs, this keeps everyone busy and happy.
Serve the cake and opening of gifts last. They have time to eat, settle down, enjoy their prize, and leave you with a tired body but a big smile.
Several years later, kids said to me(I was a teacher at a junior high level), "Yon know Mr. ----, you had the best birthday parties at your house." This was 6-9 years later.

For my son's fourth birthday partywe had a bbq outside. We played games like baloon popping where u blow up tons of baloons and the kids have to sit on them to pop them. There was no real winners but its very difficult to get a bunch of 4 year olds to play proper games so at the end of the games all the kids got a little grab bag with a dollarstore toy baloons and a couple of small treats, as well as a ribbon for a job well done. Have lots of activities and enough adults to supervise simultanious activites so the kids dont get bored. Do cake at the end so when they're sugared and cranky they go home. This will prevent a lot of fighting and fussing. Good luck have fun and dont stress about anything. All the kids will have a great time
