It really is different for all babies. My son is 17 months and his first words were thank you. But he says a few things like Da Da, night night, no, bye bye, kitty plus more. He thinks he is saying more. He can jibber jabber pretty good. He can carry on a full conversation, but I just wish I new what he is saying.
"Average" for this age varies quite a bit...your daughter could be saying just a couple words, or she could be using sentences. Both would be normal.
My daughter was talking in simple three word sentences at that age, and had a vocabulary of over 150 words.
My son is 18 months old, and he does not string more than two words together, and his vocabulary is about a hundred words right now.
My nephew didn't say more than 5 words total before he was two years old. Now he is five years old and can carry on a conversation with any adult and seems much older than he is.
What kind of vocabulary does your girl have?
I would not worry at all at this point...just keep talking to her a lot and be good and sweet to her!

My son is 15months. He says things from woof, kitty cat, mama, dada, cookie, cheese......but his all time favorite is HI!!!
Her first words will be hard to understand and often when she says a word the last sound of the word will sound like the first sound of the word. Eg ‘dod’ for ‘dog’. Also some sounds or syllables might just be left out, e.g ‘ha’ for ‘hat’ and ‘nana’ for ‘banana’. Some letters like k, l, s, sh, th, f and g mightn’t be used but she may put other letter in their place. this is for a 1-2 year old child

All children develop at different rates! Our 5 yr old was carrying on conversations at 16 months...we could actually ask him questions and understand his answers..NOW our 2 yr old son, talks and we have to have a translator help cause he doesn't speak like our 5 yr old did...Truck sounds like the f word and shrek sounds like the f word! But I'm done and No come out fine and crystal clear...oh..he just said thank you mom! so he does have others..

I have a 16 month old girl and she says alot of things. Though my son didn't develope quite as quickly as my daughter. She has done everything earlier than normal.
My girl is seventeen months and has a vocabulary of around ten to twenty words. My son at the same age was astonishing, he spoke in sentences of up to six words and could count from one to ten. He was clearly exceptional but now is only slightly ahead of the other kids. I think it was largely down to the excessive amount I would talk to him yet unfortunately I have had less time with the girl. The point is, even if she does not talk at all yet don't worry, or if it is enormous like my boy (300 to 500 words) it is too young to worry to much about it. I think there is a recognised scale of measurement but it is very very approximate. So much so that it is virtually meaningless.
Einstein didn't utter one word till he was four. My daughter didn't bother to speak at all till she was nearly two.
