I found these two sites check them out. If you think this fits the way your niece behaves, suggest that she be taken to the doctor. It seems the reason your sis in law links the tip-toeing with speech disorder is that tip-toeing is linked with autism. It may be normal for her but maybe not...If there is a problem it is best to have it evaluated early so perhaps they can overcome it.

No, my sister did that, no problems with speeck or anythin. Personally, probably the doc was trying to scare you into making her stop that. She should grow out of it.
