warm halloween costume help for 19 month old?

I am wanting to make a Fairy costume for my little girl. Altho, I think it will be a chillie night. Any suggestions on how I can make a warm fairy costume?

if you use something for the head, you can decorate/make something to cover the ears. use warm, thicker tights. depending on your sewing ability, you may could try making the wings more of a cape (maybe made of felt or something warm and fuzzy)...but have it so the "cape" can pop up into wings (like have piping in it for when people are seeing her so they see fairy wings but letting the cape drape her when ya'll are going from place to place).

The costume itself doesn't have to be warm as long as she's dressed warmly underneath. Put her in a onesie and put some tight pants over it along with a nice warm shirt.
