Help! My brother's 4 yr old is still not potty trained. He only has him every other weekend. Can it be done?

I thought my boys would never be potty trained...they trained literally months before starting school.
What I finally did is just took away thier diapers...I said no more diapers...I even let them pee outside just to get them used to doing it...then said ok you have to do it here (toilet) now and they eventually got it within a couple of days...it's just laziness at that age.
A mother that doesn't even teach her kids how to be clean, what the hell does she do with her time?
I consider that a kind of abuse...
