My son is 3yrs old and his pupils seems to be dilated. Why?

Ummm, I think they call this lazy eye. It's best to check with his pediatrcian.................So... they'll have them wear a patch over the eye for a while, sometimes its surgical and sometimes they grow out of it...............just get it checked out..............if its a simple matter you can prevent it from worsening but paying attention asap.......................AM
Definitely if this is a recurring thing take him to the pediatrician, they'll know for sure. His eyes may just be delayed in their reactivity, especially if it is when he first wakes up or goes from indoors to out.

He needs to be seen by a dr. He could have gotten into medication, or have an eye infection. It could also be other, more serious things...so please have him checked out.
