Tricky. I would put her in a simple nice dress, and get pins of each flag to pin on her collar. Or, iron-on flags ironed onto an accessory like a purse or a hat (so the dress can be worn again). Because it's a graduation, you want her to look pretty for the pictures and such. Multicultural themed events for children are difficult these days - unless they can wear something specific like a sari or kilt - which is not applicable in your case. If it's a pot-luck you can bring a sampling of each country's food and share the culture that way. Or you can have your daughter say something in each language...

I would go with the strongest heritage, say for example, that she is mostly italian, you could dress her in venetian masquerade gowns, or renaissance music dress.
