Is it normal for my 3yr old son to only be half-potty trained?

He will not wet on himself - and hasn't in months. But he is content on "going potty" in his underwear. How long will it take for him to be fully trained? What other measures can I take to encourage him? HELP!! Anyone else with this problem?

damn hes 3 he should be potty trained by now . I hear lots of ladies say boys are harder 2 train then girls are. That's what my mom says .
