With the right parental controls, yes. Instead of restricting them from specific content and sites, do the opposite... Restrict them to specific sites... i.e. Nickelodeon.com and Disney.com and possibly something for research like Wikipedia.com and possibly this site.

I think all children should be exposed to the internet at a very young age - in the future they will need all the knowledge they can get. Of course, depending on the age of the children, you must monitor what they're doing (view history) and teach them the "ground rules" - not to talk to strangers, never to give out personal information, etc. etc.
