The American Academy of Pediatrics recommends that children under 2 watch no TV. Kids older than 2 should watch 1-2 hours daily at most.
I think this is an incredibly personal choice, based on your own habits. Allowing my kid to watch TV makes it possible for me to get dressed in the morning and to make dinner at night. As long as you balance it with outdoor activities, exercise, reading and conversation, I don't see any harm.
