Answers:
Every child starts at a different age is true but maybe your cousin should see how he progresses in language. Sometimes parents speak for their children. My uncle didn't speak until he was 4. My son had a learning disability and didn't start to speak until almost 4 but by 4 1/2 he was reading small words. when my son was 2 i knew there was a problem. The doctor didn't notice until he was 4.

Other Answers:

It depends on the amount of stimulation that the baby gets. Remember, repitition is the key. And of course, all babies are different form one another and so does their development. Einstein didn't talk until he was 5 years old, you know :-)
Maybe she should get his hearing checked, alot of times that goes unnoticed until things like this. Just a precaution.
is anyone singing these songs To him? he needs to learn somewhere. maybe you could spend time with your nephew and sing these songs with him. all children develop differently though, but they all need a lot of attention and stimulation. dont pressure him.
it really depends on how much you try to teach them we sing the abc's everyday to our son and we are strating small by counting to 5. the more he hears it the more likely he is to pick it up
