Is it too late to let our 14 mo old frequent night waker cry it out by the Ferber method?

It is not too late, though it may take longer to see results.
If your child is waking in the middle of the night (as opposed to not going to sleep at bedtime), what's going on? Why does she/he wake up and then not fall back to sleep? If it's dark in the room, add a nightlight. Having a special blanket or stuffed animal may help as a security item. Stay with her/him and let her know it's okay.

The ferber method will work for bedtimes, although I do not recommend it for middle-of-the-night wakings.

No I have a six year old who did the same thing and now he does not cry at all I also have a two year old girl she does not do it either after a while of you not coming in they seem to stop or that is what I have learned

It's probably not too late to use Ferber, but it will be hard for you. Check out "Good Night, Sleep Tight" (can't remember the author, calls hersef "the Sleep Lady"). It's a more gentle approach, but still teaches the child to fall asleep by themselves and put themselves back to sleep. We used it with our son at 10 or 11 months and he sleeps fairly well (though we are having trouble getting back into a good routine since he gave up the AM nap).
It is not too late to let them cry it out. I would say it is probably about right assuming that the child has had a lot of attention before now, if she is secure in the fact that she is loved and cared for and that this isn't a need of hers to have someone get up for her then it is the right time to start letting her cry. I think that anytime before such a security is built and definitely any time before a year old is way too early. Generally I'd still give a normal 14 mo old a little more time before trying to do that but if you've got a secure kid then go for it.
I would just let her cry herself to sleep, I had to do that with my daughter a couple of times and she was about the same age as yours. It will still work if you stick to it. good luck
