The best way for you to get your child to use the restroom is to give him a choice without him reliezing it... For example, you are getting ready to give him lunch, simply ask him if he wants to use the potty before or after he eats his luch... so he will have to choose one! make sure you always reward him afterward as well... weather its you both jump for joy or you do a little dance just let him know its appreciated!

my uncle did this with all the kids in my family, dad take him out to the truck and pee on the tire. after that it should be easy to move him inside to the toilet.
have you tried pullups? My 3 year old daughter didn't want to go to the bathroom so I bought her some underwear of her favorite character and she went with no problem

To get my daughter to use the potty and get out of pull-ups, we would take her to the store and let her pick out underware that she wanted, and then we told her that once she starts going to the bathroom everyday she could wear her undereware. Within a week of doing that and working with her everyday she was potty trained.
My first child learned at 3. My second was 4.5 years old. Can be very frustrating!! When she was changing her own pull-up, I thought I was in trouble. At a resturant 1 hour away from home, she had to go #2 bad. We went to the bathroom twice, but wouldn't go. I had to wrap her in toilet paper (make a diaper) so she would go. The experiance shook her up. The following week she started using the toilet. Sometimes it's darkest before the dawn. Be patient, don't yell. Good luck.
Make a prize chart. Every time they make it to the potty they get a sticker on their prize chart and a SMALL prize (candy dollar tree stuff ie clay crayons ect) that worked for my little brother a LOOOOONG time ago Good Luck!!
Get regular underware, pull ups, and a lot of patience. Put the pull ups on OVER the underware. Make sure the pullups are the kind they can feel if they are wet. Leave him wet or whatever for a while, it wont hurt him and it will feel nasty. Also punish him, time out or whatever you do. At 4 he should understand that going anywhere other than the potty is unacceptable.
With my son i used cheerios, so he sould aim at them, but i have heard of others using fruit loops because theyre more colorful. i made a treasure chest of his favorite snacks and toys and everytime he used the toilet, he got to pick out one prize. I also bought his favorite underwear (bob the builder) only 3 pair, and i hid two and if he used the bathroom on himself, he couldnt wear the other ones that day, and he hated that, because he loved them. Just be sure to praise him when he does go and have patience with him when he doesnt. You could also try rewarding him with stickers or make a chart, and maybe if he goes in the potty reward him with a sticker and when he gets 5 stickers, he gets a new toy, or gets to go somewhere like the park or mcdonalds or something like that. good luck
