The best thing to do is just for you to talk to him endlessly. Read to him a few times a day. Ask him questions during your daily routine that might get a response from him. Take him to story times or sing alongs at the local library if you can, or just sing with him at home.
My kids are five and three, and never really showed an interest in "interactive" toys, like Leap Frog and all that. I think it's kind of a waste.
However, my five year old loved Blue's Clues, and basically recited shows from memory when he was barely two. My three year old loves Dora, and says "abre" whenever she wants something "open." So if your child connects with a character like that, get the books and videos, and encourage your child to "talk back" to the character. Watch the videos with him and play along; see if he does, too.

color and shape books are great. my first word books also work very well. Educational type videos that show FREE on tv like Sesame Street, Dora...etc. As for games, you can get some of those electronical games at Walmart where it has the alphabet & tells you words, Leap Frog Readers & books (which are on sale at Walmart at the moment), other electronical games you can find.
With all do respect, 3 yrs old and not talking? this is not common, either he is extremely shy or you need to take him to a speech therapist. However, if I were asked how to aide in a childs development in speech, the answer is simple. It will happen when it happens.
Surround him in conversations(appropiate ones ofcourse) and talk to him. There arent any toys that will help. Toys do other things, sensory skills, fine and large motor skills, pattern development and many others.

a book and you as the teacher to teach him how 2 read the book flash cards. colours, animals, number stuff like that. my little girl is three and she know how to sign and can talk Spanish. and we live in Michigan. no where near Mexico and also not deft people around also. push then flash cards. plus Read, read, and read some more to them.
