Word games help. Play one where he has to say the final word. When he wants something, you should make him say the word and not just hand it to him. When he does ask for something, make a big deal out of it. Tell him he's a good boy or a smart boy. Positive reinforcement works.
DO NOT LET OLDER KIDS TELL YOU WHAT HE WANTS. This will set him back and make him lazy. If you want to avoid having him in special education when he doesn't need to be, start him talking by telling him he must ask for stuff. Reward him when he does.
