You can take him Build a Bear. Check out if you have a ceramic decorating shop in your area. You may also go bowling (they can put up the bumpers for him).
More than celebrating the fact that he's three years old, you should be celebrating the realization that he's finally shed the terrible two's! Thanks.Go to the movies or something but don't have a party just because his sisters are going to one. He needs to learn that there are going to be times when his sisters do things he won't and times when he will do things that they won't. For my daughter's 3rd birthday party we rented a cheap hotel room with a pool, invited her cousins and auties and uncles and had a blast! Everyone chipped in and it was cheaper and more fun than a movie.
At 3 he's able to express what he likes or dislikes. There's no real need for you to make the decision totally on your own. Come up with 5 possibilities (pool, park, movie http://www.enjoytheshow.com/reelmoms.cfm, munchies, maybe even a project like building a simple model car or something) then ask him what he'd like to do. His decision making process can be part of the fun.
