Seriously this can be extremely dangerous, and I can understand your fears.
First off I'd go and buy a buckle guard, they have them at places like Target I believe, as well as places like BabysRus. SHould be anyplace you can get a car seat. THey have them online as well
Secondly make sure your child is occupied while in the car. Singing and talking to them is always a good idea (Great for those language skills their developing anyways). Another good idea is to have a few toys that are only for the car, or before you leave have them pick out one or two things to take with them to keep them occupied. That way the car seat is less intreging.

My son figured out how to unlock his carseat at 3 and it was tough at first, but we made sure we were consistent in what we did. When they're being buckled in explain the rules "no unbuckling the carseat!" (to give them more control, you can tell your child they can unbuckle when you tell them its safe, but that's up to you). As you're driving, every 5 minutes or so, ask if the seat's still buckled. If it's not, pull over and stop immediately! Tell the child you don't drive anywhere when the buckles aren't fastened. Refasten and repeat the rules. We had to stop twice on our first trip, once on each of the next two and never again.
tell him if he unlocks his carseat, he can't come with you. and no matter how inconvenient, enforce it. after one time of leaving him home screaming in someones arms with his hopes of getting something from the gumball machine dashed, he'll cut it out.
My daughter is 4 and she kept getting out of her car seat. I finally found one with a 3 point harness. She still rides in it and cannot unbuckle it herself.
I had the same problem with my daughter. I was having to stop quite often to buckle her back up. A police officer noticed and stopped to see what was the matter and I told him. So he explained to my daughter why it was important for her to wear her seat belt and she never took it off again. Local stores usually have a baby car seat check in their parking lots once a month. Take your child their because there is usually a police officer present. Good Luck

When my daughter was that age ( she is 14 now ) the police pulled me over , because of it , and the officer put her in his car like he was going to take her. she cried and cried but never unhooked herself unless I told her it was ok.
