When he says something to you answer loudly "No, I WILL NOT MAKE OUT WITH YOU! GOD, HOW MANY TIMES DO I HAVE TO TELL YOU I AM NOT INTERESTED!" This works even better if you are the same sex. Everything he says, continue to repeat something along those lines.
If he says something to embaress you in front a large group of people say something like, "I think I saw you practicing that in front of the mirror, did it turn out how you hoped?"
Say soemthing like "You know, people are starting to get the impression your trying to sleep with me... and I am sorry but I'm just not interested"
"If you put as much effort into learning to read as you do flirting with me you might actually graduate someday"
Make his bullying into something else, pretend that the reason he is acting this way is because he has a crush.... and again, this may even be more effective if you are of the same sex... but even as a girl... this bully would more likely to leave you alone than risk having people think he's interested in you because usually people are bullies because they are really insecure.
Carry it on "GOSH, I really can't believe what's his face is trying so hard, I try to let him know I'm just not interested."
Be strong, act confident, and make the joke on him. I guarantee he will leave you alone after you do this for a while.
