am I my stepson's legal guardian?

No. I live in Oregon also and have two step children. In the courts ew have no legal rights what so ever. The only way it is possible is if you have written paperwork stating that you have legal guardianship over the child. The small things we are able to sign for them but if is is a major ting medical, military, etc. than they have to have the biological parent do the signing.

For some things, but not others is the rule in most places. For instance, you would be considered that for school issues, etc., but you cannot make major medical decisions (like for surgeries, etc.). That's the way it is in KY.
