Seek assistance from the local social services department. They are there to help in situations such as the one that your are experiencing. As for his parents; maybe he's better off without their obviously limited influence.
He needs discipline, but he needs help as well. You should be proud that at least YOU, have attempted to offer some guidance to this child.

call social services. it's pretty obvious that nobody wants to deal with this kid, and hey, if his own parents don't want him around, then he shouldn't be your problem...
if you can't care for him, then you shouldn't feel obligated to do so.
i'm not trying to sound mean, but you have to think of the child's best interest.
maybe his parents will smarten up when they see their son is property of the state, and either take care of the situation, or he'll go to someone who can care for him the way he deserves.
Well, of course, this child has problems. No one wants him or to deal with him. His self-esteem is shot!! The child needs stability and not all these moves. Get to counselor. This child needs a good support system.
