how do you keep your baby cool and safe in this heat?

I assume you're asking this because you don't have airconditioning? If she gets REALLY hot, put her in the car and drive around for a bit with the A/C running in the car. Take her out "window shopping" to the mall, Target, etc. At 15 months, I doubt she'd sit through it, but a lot of movie theaters show "kid friendly" movies and cartoons during the day at a pretty reduced rate...usually cheaper than matinee prices. If you have a few hundred bucks that you can part with, you can buy a portable air conditioner that you can move from room to room. It's made by DeLonghi, and is AWESOME. My grandmother has one in her house. She's old school...born and raised in the south, never had A/C...just a big old house with tile/slate floors, fans, and lots of trees around. :) She broke down about 5 years ago and bought one. It's light weight, on casters so you can move it from room to room, it's energy efficient, and it's well-made.

i have a 15 month old too who gets hot easily. I just put very light layers on her, plenty of cold drinks...small pool in the back yard on really hot days, plenty of air conditioning. Just because they feel or seem hot, doesn't necessarily mean they are feeling hot. That's pretty much all you can do...if she acts like she is uncomfortable then luke warm baths are always good. Also you can try feeding her a lot of fruit in the summer, sometimes there diets can upset there bodies. let her run around when she is inside with only her diaper on, i still let my 2 year old do it.... Popsicles... my kids love the Dole juice Popsicle all natural 100% fruit... the cool baths are a great idea and as for as for being outside you are really doing everything just remember use a good sunscreen beings she is so fair... you might want to even try a cool rag on the back of her neck when outside... i fine that helps cool your body down when you are hot.. that's what i do when i'm working in the garden.. Ever try freezing fruit? Can be fresh or canned fruit. My kids love frozen grapes, frozen pinapple chunks, peaches, fresh strawberries, melon, anything just put them in the freezer for 30 mins or longer if you like Kids will love them. Freeze popsicles or even just plain ice pops or ones from juice. Ive even made ones from pedialite. Do you have any icepacks? the first aide kind or the ones you use in coolers. lay them on the floor under a folded blanket let her lay between them on the floor for a nap. If your dr says you are doing fine then dont worry so much.
Keep her dressed lightly, no heavy materials. She doesn't need to wear heavy shoes and socks, tights, etc., because all of those things can make you listless because you're uncomfortable. Elaborate outfits are great for formal outings, but to the grocery store, a little shorts outfit is spiff. Also, don't forget sunscreen if you're taking her out in the sun.If you're out at the park and she's getting hot and clammy, just wipe her little armies and leggies down with a wetwipe, the back of her neck too, but she really doesn't need several baths a day; that can actually dry out her skin.
A little bit of heat is not a bad thing. You don't want to accidentally teach her that the slightest bit of discomfort in her life is something to be rectified immediately; you get little terrors that way. I know. I was a little terror.
The only time when heat is really dangerous is if it's over 100 and you are stuck outside for a long period of time with no water and no cool place for you to go, like a mall, a grocery store, somewhere where you can hang out in the AC.

Keep the A/C running in your home. If you don't have A/C give your baby a luke warm bath twice a day and strip your baby down to nothing but a diaper. Also, feed more often to keep hydrated.
