The U.S. Consumer Product Safety Commission and definitely call or WRITE A LETTER to the manufacturer's President/CEO.

First call the store where the seat came from or a store near you that sells it. Ask them for the seats company's consumers
affairs phone #. Also when you call the store ask id there has been a recall on that particular booster seat.You can also call CPSC @ 1-800-638-2772
