If the child is between 9 to 12 months old, then I would advise, however, if they are before these ages-especially 0 to 3 months, you have to be careful with their scalp. Their scalp is very sensitive and the constant vibration of the clippers may harm the baby. If you want to take a chance and risk damage to their brain-go ahead. But giving a baby a haircut really isn't necessary, given the child doesn't grow hair that quickly.
If you have to, I would use scissors and give them something to occupy themselves, that way hair cutting isn't perceived as a bad event.
