The baby may be having a tongue-tie which is situated below the tongue.Just take the baby to a medical personnel and have it checked,a minor surgery can be done.

Of course, I am kidding. Your baby needs to see a doctor as he/she can be developmentally delayed.

It would be good for you & your child to call your state's Early Intervention agency. They will send a speech-language pathologist to your home to evaluate your child. They will play with the baby and also get information from you. Then, they can let you know how to proceed. At 2, I recommend that you definitely do this so you can find out more information. Early intervention speach therapy worked great for my son. The therapist comes to our house 3 times a week. We got the phone number from our doc. who was concerned. He is almost 4 now and does not stop talking.
