At 16, she is in the middle of her metabolism being able to peak.
She doesnt need to be dieting unless prescribed by doctor. Dieting is tough on the body and on a growing teenage body its extremely stressful.
Primarily what she needs to do is get up and move. She should not be taking any diet pills, solutions or anything thats not prescribed by a doctor because at 16 her body is changing and growing rapidly. What she needs to do is
1. Limit junk foods. I have a teen daughter, and her idea of a balanced meal is chicken nuggets, fries and sprite. Do you see where Im going with this? Tell her 4-6 servings of fruit and vegetables a day and a full days water before she can have junk food.
2. Drink enough water. Probably between 40-50 oz per day for her. Water helps to keep your metabolism optimized, and allows her body to continue growing lean muscle tissue, not fat.
3. Be active. Even if she doesnt play sports she needs to be active everyday. Sitting in front of a computer or TV from the time she gets home till she goes to sleep is not good. When she can she needs some time of recreation activity.
4. Vitamins are something that could help as well. They are inexpensive and easy to take. They even have liquid vitamins or the gummy vitamins (my daughter loves) for people who hate pills.
5. Sleep is something many young people dont like to do. Their minds are overstimulated by so much going on around them, but sleeping and allowing the body to rest, also helps to build lean muscle tissue. When you sleep the body repairs and rebuilds itself. Plus if she is active she will want to sleep more.

All I can suggest is smaller portions, more excercise. Start slow in what you reduce and try to find some form excercise you enjoy and can do regularly 3 times a week.
You should just excersize! stay in shape! I do gymnastics and that keeps me really fit.

Cut out junk food totally, including sodas. No diet soda either. Drink water, a lot of it. People tend to confuse thirst for hunger. Eat more veggies and fruits. Eat less process foods, the kind with additives and preservatives. Eat less meat. Light walking is good.
That's how much I weighed when I was your age. The best way to lose weight and be healthy is still the only best way...control your portions, exercise more and more often, and drink healthy liquids. There is no magic pill, diet, or surgery. What it takes is deciding to change your lifestyle into one that's more active and healthy. Sounds boring, I know. But effective and long-lasting. You also have to realize that this is a lifestyle change, not a diet, that you go off once you reach your goal. You'll have to watch for the rest of your life. But it doesn't have to sound so bad. Once you make these changes a habit, you'll enjoy being in control of yourself. It's the one thing in your life that you actually CAN control without getting in someone's way. See if you can find others who have a similar situation and do stuff together, playing tennis, going swimming, dancing, and other good activities. Save the TV for when there's absolutely nothing else to do or when the weather's so bad, you can't get out. Then, you can play Twister or some other fun game.
