This depends on the laws of the area where you live. Most "stalkers" are some type of obsessive compulsive personality. I have had a stalker, and it was pretty freaky. She tried to run me over with her car....

Well, you have not offered your definition of a stalker, so I will give you mine: someone who keeps pestering you after you have told them you are not interested in communicating. In many cases, it is not understood by the person to be considered stalking, or even annoying. But when someone says, "You hate me, don't you?" and you try to reassure them, and they go on pestering, then annoyance, if not hate, is the inevitable result.
Now, as to stalking in the sense of clicking on a person's name and reviewing their Q&A page, and perhaps answering some of the questions they have asked, or rating some of their anaswers, or even competing with their answers to open questions, I think that is usually done because someone sounds interesting, not because one is annoyed or upset with what they say. But in either case, if you see the same avatar and name over and over, you may feel stalked.
So what, really, is a stalker? If I follow the links to start answering your questions, or answering some questions you have answered, can you take that as a complement? Or feel free to do the same with my Q&A page? Why are those links provided if this is not legitimate use of them?
