What is the difference between medicinal 'ointments' and 'creams'?

The base ingredients are different. Ointments are more dense and have the consistancy of petrroleum jelly., since they are derived form oils. Creams are not as thick and gooey, they have a lighter base and are usuallly derived from a water soluable base
