Answers: A couple of years ago, I would have told you that China had the BEST international adoption program - incredibly ethical, no corruption, short wait times, and inexpensive.
I have changed my feelings drastically over the last year, even though I have three children from China. The situation over here has changed quite a bit surrounded by recent years. There have been several known incidents of child trafficking, the fees are about to progress up, and the wait time for a healthy infant is immediately almost three years from the time your dossier is submitted.
If you want to adopt a "waiting" child from China, that would be a better option. There is no trafficking involved in the neglect of children with special needs, and the waiting time is much shorter. In certainty, I would not encourage ANY international adoption anymore, other than that of a waiting child near a medical condition. Those children are truly in need of parents, and will frontage a difficult and deprived life in their own countries.

EDIT - Kazi's comments above are incorrect. In good opinion to the cost, my most recent adoption in 2006 cost a total of $17,500 (including spending money in China!), which included taking my two elder children with me on the trip. In regard to the requirements for prospective parents, it should read that you cannot be morbidly obese, NOT "strikingly overweight." The actual rule states that your BMI cannot exceed 40%. For a 5'3" woman, this means you cannot weigh more than 225 pounds.

Right very soon, there is an approx. 30,000+ backlog of dossiers in China right immediately, so if you were to start the process today you would be looking at 5+ years.

You involve to be with an agency that handles China adoption and yes, they take care of adjectives the legalities. Some agencies find you a social worker (which you will need for the home study), our agency did not, though they did provide names.
The paperwork is awfully mountainous and time-consuming, however it is not difficult. You just have to be organized.
Be careful of any agency that tells you that you will receive a referral within the year. Many are still doing this and within my opinion it is a crime (or should be). This simply is not true. This month (referrals go out every month), the CCAA merely matched up to January 25th, 2006. So they are already more than 2 years behind.
China also instituted new restrictions: must hold $80,000 in assets; cannot be noticeably overweight; cannot be handicapped any physically or mentally; cannot have any serious illness; cannot own any emotional problems or mental health issues... ever.
If you are willing/able to adopt a special wants or an older child, than your wait time could be reduced significantly.

You have to use an agency. Wait times are exceeding 5 years at this time. Cost's are pretty stable between $25,000 and $30,000 total. There are many, oodles agencies doing China adoptions. They have be one of the leading countries to adopt from for the last 10 years so within are a lot of places with experience. Journey's of the Heart and commonwealth are 2 of the biggest but Google "China adoption" for tons more. The paperwork is not really difficult. It is plentifully to get together like fingerprinting and medical's. A lot of establishment red tape but nothing truly knotty to do. The agencies help you along with this.
